Statement of Purpose Policy and Procedure

This Statement of Purpose Policy and Procedure sets out the requirements for the Statement of Purpose as define by the Registration Regulations 2009, Schedule 3. The relevant legislation is Care Quality Commission (Registration) Regulations 2009.

Brutou Healthcare Limited will encourage sharing the policy using the App.

Brutou Healthcare Limited will provide domiciliary care within Wakefield District Council. Brutou Healthcare Limited will initially conduct assessments of individual service user needs. This will help to plan individual’s care plan according to their strengths, limitations, and preferences. 

We will also provide service for short- or long-term illness or staff or maternity leave. We also provide support for families or carers who need respite or holiday. 

Purpose

To make clear the duties of Bruno Toupan in relation to have a statement of purpose as defined by the Registration Regulations 2009, schedule 3.

To support Brutou Healthcare Limited in meeting the well-led by making clear vision and credible strategy to deliver high-quality care and support, and promote a positive culture that is person-centred, open, inclusive, and empowering, which achieves good outcome for clients and staff. This is by shared directions and culture, capable, compassionate, and inclusive leaders.

To meet the legal requirements of the domiciliary care that Brutou Healthcare Limited is registered provide.

The following parties: Registered manager, clients, family, advocate, social workers, community nurses, commissioners, external health professionals, local authority, and NHS

  1. “The aims and objectives of the service provider in carrying on the regulated activity”.
  • Enable clients with care needs to stay in their homes and get the high standard of individualized care required and appropriate rather than being admitted to hospitals or nursing or residential homes.
  • To provide high quality care and improve the quality of life for our clients by assessing their needs, encouraging independence, and providing them with professional caring staff in their own homes.
  • We strive to deliver client centred care with respect, dignity, compassion, and extraordinary services in the communities of operations.
  • Our daily visits to deliver care will depend on client needs from the assessment, outcome identification, planning, implementation, and evaluation care plan agreed.
  • To deliver intensive short-term or low term care for a longer period.
  • Staff will visit according to the client’s needs and request, and this can be few hours frequent during the day to provide care service such as companionship, cleaning the house, shopping, administration of medication, feeding, washing, and dressing can be provided.
  • Continue to deliver safe, reliable, high-quality care and improve life.
  1. “The kinds of services provided for the purposes of the carrying on of the regulated activity and the range of service users’ needs which those services are intended to meet”.
  • Personal care: Assisting with getting up from bed, using the toilet, bathing, and assisting with dressing, brushing hair, and helping get ready for bed.
  • Housekeeping duties: assistance with cleaning and doing laundry.
  • Making meals: Support with breakfast, lunch, and dinner, feeding, monitoring diet and fluid in-take. Brutou Healthcare Limited emphasizes the importance of a healthy diet and staying hydrated.
  • Administering/overseeing medication: To help administer medication, monitor, or witness that medication is taken at specific times and ensure clients take medication as prescribed.
  • Running errands: Support with shopping for groceries and escort to doctor’s appointments when required, visit barbers or hairdressers, opening/reading/understand letters and organise for payments of utility bills. 
  • Support clients to attend GP/hospital appointments and supporting the uptake of immunization and screening programs when offered.
  • Provide support for vulnerable clients to access gas, electricity, water, and other service providers to keep warm and minimize the risk of harm from cold weather.
  • Provide care throughout the night either “sleeping in” for emergency or “Waking night” on duty throughout the night.

  • Brutou Healthcare Limited will provide the below activities from 66 Mill Lane, Ryhill, Wakefield, West Yorkshire, WF4 2AH with the aim to relocate to permanent office in Leeds within the first 3 months of registration.

Objectives

The statement of purpose will clearly outline the information required within schedules 3 of the Registration Regulations 2009.

  1. Brutou Healthcare Limited aims to register with Care Quality Commission (CQC) as regulated Domiciliary service provider. The report from CQC on how Brutou Healthcare Limited delivery its mandate would be available for the public for transparent purpose.
  2. Caring:
  • All clients will be treated with kindness, respect, compassion and get emotional support whenever needed.
  • Brutou Healthcare Limited will support clients to express their views, choices and be actively involved in their care, support, and treatment.
  1. Effective:
  • Brutou Healthcare Limited will recruit competent, skilful, and compassionate healthcare assistants to provide care according to current evidence-based practice and guidance.
  • All staff will have the mandatory trainings and support through supervision to deliver high standard of care.
  • The management will ensure that each client has assessment of needs and level of support required.
  • Healthcare assistants will support clients who need help with shopping, preparation of meals, feeding and documentation of food and fluid in-take and promote healthier lives.
  • Staff have access to policies, team meetings, supervision, audit for staff to work together delivery care to clients through honesty, transparent and accountability.
  • All clients will be assumed to have capacity until proven otherwise. Explanation of care and treatment is intended will be delivery based on consent.
  1. Responsive:
  • Brutou Healthcare Limited is all about providing care that the clients need and what is important to them, its about person-centred care despite their ethnicity, culture, religion and spiritual belief and gender.
  • Brutou Healthcare Limited has safeguarding and complaint policy for staff to ready and understand. All complaints and safeguard concerns will be listened and taken seriously without being judgemental.
  • Complaints, Suggestions and Compliments Policy and Procedure: This policy ensures that Brutou Healthcare Limited has an effective system in place to manage complaints, suggestions, and compliments. To ensure that Brutou Healthcare Limited complied with any legal requirements, regulations, guideline, and best practice. Mental Capacity Act 2005, The Care Act 2014, The Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, Data Protection Act 2018. The local Authority Social Service and National Health Service Complaints (England) Regulations 2009. Staff will get appropriate trainings necessary to provide dignified and pain free for clients at the end of their life. Referral will be made to service and work with the multi-disciplinary team to ensure that clients have comfortable life despite the end of life.

  • Safeguarding Adults Policy and Procedure: This policy outlines the safeguarding processes a service should follow to protect and support adults at risk. To protect the client’s right to live in safety, free from abuse and neglect. To have a clear, well published policy of zero tolerance of abuse within Brutou Healthcare Limited.   • Health and Safety Policy and Procedure: This policy will help staff to meet their legal health and safety obligations. This is to ensure that Brutou Healthcare Limited fulfils its legal duties and health and safety obligations. To identify the roles and individual responsibilities within Brutou Healthcare Limited for the effective management and monitoring of the requirements of the Health and Safety at Work Act 1974. The Food Safety and Hygiene (England) Regulations 2013, Health, and Safety at Work etc. Act 1974, Health and Safety (First Aid) Regulations1981, reporting of injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR), The Manual Handling Operations Regulations 1992 (as amended 2002), The Control of Substance Hazardous to Health Regulations 2002, The Care Act 2014.
  • Lone Working Policy and Procedure: This policy details lone working of staff. To safeguard, support and promote the health, safety and welfare of employees working alone. Health and Safety at Work etc. Act 1974, Management of Health and Safety at Work Regulations 1999, The Workplace (Health, Safety and Welfare) Regulations 1992, The Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, Health and Social Care (Safety and Quality) Act 2015. All appropriate risks will be assessed prior to the commencement of any service by a lone worker. Appropriate resources and processes will be established to support the health, safety and welfare of the employee who cannot be assured, then a service will not be provided by a lone worker. All risks will be regularly reviewed, the lone worker will contribute to the process and their views will be incorporated. All lone working activities are subject to a subject to a suitable and sufficient risk assessment.
  1. Well-Led:
  • Brutou Healthcare Limited has never been regulated but it will comply with regulatory expectations to remain in compliance and upheld the requirement of ensuring that the care service provided is safe, effective, caring, responsive and well led.
  • Bruno Toupan is legally responsible to ensure that Brutou Healthcare Limited complies with the Health and Social Care Act 2008 in terms of regulated activities (domiciliary care). This entails following the code best practice and guidance, understands the consequences if Brutou Healthcare Limited fails to act or met certain requirements. 
  • Bruno Toupan will be the first point of contact with CQC on behalf of Brutou Healthcare Limited. 
  • Bruno Toupan will keep the Statement of Purpose under review.
  • Bruno Toupan will ensure that he is up to date with the Statement of Purpose and notify the CQC within 28 days if there are changes, by using the “Changes to your Statement of Purpose Notification Form”. 
  • Brutou Healthcare Limited has the following policies:

Medication Errors and near misses, risk management, recruitment, fit and proper person-Directors (CQC), equality and human rights, mental capacity act (MCA) 2005, fire safety, lone working, health and safety, equality and diversity, service user contract, supervision, safeguarding adults, good governance, access to people’s home, deprivation of liberty, complaints, suggestions, compliments, consent to care support and treatment, business continuity, DBS/disclosure, business plan policies and procedures.
  2. All staff will have access to the above policies during trainings and shared on the App for easy access.
  • Currently Bruno Toupan as the registered manager will be responsible for the updating the policies and procedures.
  • Brutou Healthcare Limited will also use the “Developmental reviews of leadership and governance using the well-led framework: guidance for NHS trusts and NHS foundation trusts”.
  • Brutou Healthcare Limited promotes freedom of expression, therefore staff will be encouraged to speak about their concerns regarding the safety of clients and management of Brutou healthcare limited without fear of victimization.
  • Clients, families, NHS, stakeholders, and other healthcare professionals can report or express concern about the safety of clients.
  • Brutou will conduct audits, surveys, interviews, and meetings to learn, improve, innovate, and ensure sustainability.
  • Brutou healthcare limited management involve other agencies in audits, offer advise and share reports for partnership.

Policy

Bruno Toupan will have an update Statement of Purpose which complies with the regulations.

Where changes are made, Bruno Toupan will ensure that the Care Quality Commission is notified within 28 days throughout the correct procedure.

Procedure

Brutou Healthcare Limited, as a registered provider with the Care Quality Commission, must have an up-to-date statement of purpose.

The statement of purpose will contain specific information which is found in Schedule 3 of the Health and Social Care Act, Registrations 2009. This is a description of:

  • The values, aims and objectives of Brutou Healthcare Limited in providing the service.
  • Details of the services provided by Brutou Healthcare Limited including the service types (domiciliary care) and the servicer bands (aged 65+)
  • The health or care needs that the service sets out to meet.
  • The full name, business address, telephone number, email address of Brutou Healthcare Limited and register manager (Bruno Toupan)
  • Details about the legal status of Brutou Healthcare Limited (for example, whether they are an individual, a company, a charity, or a partnership)
  • The address that the CQC must use to send formal documents to registered providers and managers. Formal documents include legally required notices and inspection reports (Addresses for service can be email addresses where a provider or manager consents to receiving documents in this way
  • All the locations where regulated activities are provided, or where they are provided from (Leeds).

The statement of purpose must be supplied to the Care Quality Commission with the application from of Bruno Toupan at the of registration.

Bruno Toupan must keep the information within the statement of purpose under review.

Any changes to the content of the statement of purpose (as outlined above) must be notified to the Care Quality Commission on the “Changes to your statement of purpose notification form” within 28 days of the changes, along with an updated statement of purpose.

Registered manager/nominated individual responsibilities.

Clinical

  • Bruno will recruit skilful, competent, and reliable staff to provide 24 hours care.
  • In-charge of organising and providing mandatory trainings and ensuring that employees are competent and confident in delivering safe and high quality of care.
  • Bruno is responsible for the assessment, planning, implementation and ensure that daily care is delivered according to patient-centred care (Individual service user needs). 
  • Develop rota that staff are available for shift according to how service users’ needs.
  • Bruno will facilitate weekly staff briefings and staff meeting every fortnight to give staff opportunity to discuss concerns and review current strategies on how to continue delivering high standard of care.  
  • All staff must be offered regular supervision to ensure staff comply with all mandatory trainings to deliver evidence-based care and treatment. 
  • All staff have the training on the incident reporting procedure. There will be debrief opportunity for all staff for lessons to be learned.
  • All supervisors have right the right skills, knowledge, and values. They will understand the role and work of supervisees do.

  • Bruno will ensure that Brutou Healthcare Limited treat all current and potential staff regardless of the gender, race, gender age, sexual orientation, or disability. Brutou Healthcare Limited will employ staff based on qualifications, skills, and experience. This is to ensure that Brutou Healthcare Limited has open and transparent approach of recruitment. 
  • Bruno will ensure that all successful applicants submit their certificates of DBS and will advise employees to sign up to the update service. 
  • Bruno will ensure that Brutou Healthcare Limited complies with Data Protection Act 2018 of both staff and clients. 
  • Bruno will be monitoring and ensuring that Brutou Healthcare Limited provide safe environments for all employees and free from harassment.
